No. Piwik PRO is a closed-source, cloud-hosted suite. Official glossary materials state it does not offer classic on-premises self-hosting. Deployment choices are public cloud and private cloud (Azure regions and/or Elastx Sweden), not a downloadable appliance you run fully offline. If you need open-source on-prem analytics, evaluate Matomo or EU Matomo hosts instead.
